When the Iowa Developmental Disabilities Council launched a civic and political participation initiative for people with disabilities, it began seeking familiarity with the thoughts and attitudes of this virtually silent political audience.

The DD Council held a series of focus groups around Iowa to gain better understanding of the primary barriers to civic and political participation by Iowans with disabilities.
